The Assessment Fee

The current annual assessment fee for Brookside Colony is $95.

This fee is due on March 15th every year and collected by the Brookside Civic Association (BSCCA) Trustees. There is a ten-day grace period which ends March 25th each year. Checks are to be written to the BSCCA and can be post-dated for March 25th.

The collected fees are used for the continued improvement of our neighborhood in the following ways:  

  • Liability and structural insurance for the entrance wall. The liability insurance has been in place since 1999 and is required. The structural insurance was added in 2000 and is to cover any damages that might be incurred on the brick walls at the entrance.
  • The landscaping at the entrance. This includes, but is not limited to the following: 
    • weed control, edging, seeding, planting, watering and mulching of the flowerbeds at the entrance, and
    • trimming & mowing at the entrance and along the fences on both sides of the entrance by a professional landscaping service.
  • Entrance lighting and the electricity to operate these lights.
  • Brookside Colony Directory printing costs.
  • Website hosting/email service fees.
  • Neighborhood welcoming committee costs for cookies, plants, etc. to new residents.
  • Neighborhood Block Watch and Traffic Control information sent by e-mail through "Brookside Alert" and "General e-mail" messages.
  • Legal fees to uphold and enforce the Amended and Restated Declaration of Covenants and Restrictions, which were revised and recorded with 82% majority vote of the residents on November 20, 2002.
  • Charter Membership fees for the BSCCA Charter recorded on May 13, 1987.
  • Membership fees for representation in other neighborhood associations such as the Far Northwest Coalition. These associations keeps us informed as well as involved in ongoing area projects.
  • Snow removal when approved by the BSCCA Board members. While snow removal is the responsibility of the City of Columbus, the BSCCA can opt to hire a private contractor to remove heavy snowfall on neighborhood streets as the budget allows.
BSCCA Trustees and Districts
There are eight districts covered by ten trustees. The trustees are responsible for collecting the annual dues (fee assessments) from each homeowner in the assigned district. They also distribute flyers, answer resident questions about the association and the association's activities as well as bring resident concerns to the attention of the Board.

Fee Assessment Collection Dates and Legalities

The BSCCA has been informed by legal council that the payment schedule for the annual assessment of $95 and the consequences for not paying this fee assessment should be make known to all Brookside Colony residents, in writing. This information is as follows.

The annual assessment of $95 will be due and payable to the BSCCA by March 15th each year. There is a ten-day grace period which ends March 25th each year.

Checks are to be written to the BSCCA and can be post-dated for March 25th.

Trustees will inform residents within their districts when they will be going door to door to collect the assessment fees. An envelope should be posted on designated trustee doors for convenient drop off of a resident's check. This envelope will remain on the trustee's door until March 15th, after which time the resident is responsible for delivering his assessment fee payment to the BSCCA treasurer by March 25th. Anyone who needs to make special arrangements to have their assessment fee payment picked up can contact his current trustee directly. Trustee names along with their assigned districts are listed above. Addresses and phone numbers are listed in the BSCCA directory.

If the fee assessment payment has not been received by midnight on March 25th, the payment is considered "late" and a $75 late fee and an 18% per annum will be applied to the assessment fee.

$95 assessment fee + $75 late fee = $170 plus an 18% per annum on the unpaid balance due to the BSCCA

Fee Assessment Overview: 1990 through 2011

2002 through 2011

Expenses include all those listed in the above section titled "The Assessment Fee." An additional expense covered the costs associated with drafting, recording, and filing the Amended and Restated Covenants and Restrictions in 2002.

2000 through 2001

Same as specified in "The Assessment Fee" section above. In 2000, the structural insurance was added to insure the new entrance walls against damage.

1997 through 1999

Same as specified in "The Assessment Fee" section above. In 1999, liability insurance was added for the entrance wall. In accordance with the easement aggreements of 1989, this insurance is for the maintenance area at the brick wall entrance, including planting and mowing along Snouffer Road. All contractors must provide the BSCCA with a copy of their Certificate of Insurance.

1990 through 1996

Liability insurance was not carried in these years as required by the easement agreements filed in 1989 to maintain the front entrance and Snouffer Road areas.

Future projects

  • Installation of an irrigation system for the planting beds at the entrance wall
  • Replace entrance lights (as needed)
